1. Claim - Amanda Davis
Re: Claim for personal injury caused in a traffic accident on June 21, 2000 with a City Police vehicle, resulting in medical expenses. Recommend: Reject Claim in the jurisdiction of the Municipal Court.

2. Approval of Purchases
Re: Purchase of various Items (list on file in the City Clerk’s Office) in the amount of $10,805.58. Recommend: Authorize Purchases.

3. Award of Contract - Micro Emission Analyzer
Re: Award contract to Don Wolfe & Associates of Woodland Hills in the amount of $5,898.75, and authorize a maintenance agreement.

4. Award of Contract - Engineering Services for the Jaye/Gibbons Design Project
Re: Authorize staff to negotiate a contract with Quad-Knopf.

5. Award of Contract - Engineering Services for North Main Street Widening and Construction Project
Re: Authorize staff to negotiate a contract with Omni-Means Ltd., Visalia for widening Main Street from Henderson to Linda Vista.

6. Request for Approval of Additional Services - Water and Sewer Master Plan Services Agreement
Re: Negotiating an amendment to the contract with Carollo Engineers for analysis of a new “Hillside” zoning classification and its impact on the Water and Sewer Master Plans.

7. Purchase of Property for the Tule River Parkway
Re: Approving purchase contracts with Edward and Ruth Bueno for $4,500, and Sequoia Apparel, Inc. for $1,700, for property south of Tule River, east of Jaye Street and west of Main Street.

8. Authorization to File a Grant Application for Completion of Sidewalk, Curb, & Gutter in the Core Area
Re: Applying for a CMAQ grant for concrete improvements in the core area bounded by Henderson Avenue, Plano Street, Highway 190 and Highway 65.

9. “Pioneer Village” Tentative Subdivision Map (Extension of Time) - Wade Crawford and Dearl Caulk
Re: Approving a two year extension of time to file the final map for the proposed subdivision located on the north side of Pioneer Avenue approximately 650 feet west of Villa Street.

10. Assignment of Land Lease - Executor of James Stewart’s Estate and Chantal Stewart Porterville Municipal Airport
Re: Approving the transfer of the lease for Lot 35 from James and Chantal Stewart to Chantal Stewart and Paula M. Jackson.

11. Approval for Community Civic Event - Main Street Porterville, Inc. Annual Downtown Car Show - October 28, 2000
Re: Approval of this annual event subject to the application restrictions.

12. Digital Booking Photograph System
Re: Authorizing the inclusion of the ID 2000 component in the purchase of the Computerized Arrest Booking System through the West Covina Service Group.

13. Request to Replace The D.A.R.E. Program With a Violence Reduction Program with Necessary Amendments to The Police Department Budget
Re: Approving the Violence Reduction Program and making necessary adjustments to the budget.

14. Renewal of Property, Major Vehicle & Airport Liability Insurance
Re: Authorizing renewal of the City’s Property and Major Vehicle coverage with Kempes Insurance Co., at an annual premium of $55,116, and the City’s Airport insurance with Winchester Fire Insurance Company for an annual premium of $7,175.

Re: Adopting resolutions setting requirements for the March 6, 2001 General Municipal Election regarding candidate statements and County services.

16. City of Porterville Conflict of Interest Code - Biennial Report
Re: Accepting the Biennial Report.

17. Amendment to Legal Services Agreement McCormick, Kabot, Jenner & Watson
Re: Approving a two-year agreement, with annual review, for the City Attorney.

18. Use of AB 3229 Local Law Enforcement Grant Funds
Re: Authorizing the appropriation adjustment of $84,000 for State AB 3229 funds for the purpose of maintaining officers hired from previous grant awards.
