CONSENT CALENDAR

All Consent Calendar Items are considered routine and will be enacted in one motion. There will be no separate discussion of these matters unless a request is made, in which event the item will be removed from the Consent Calendar.

1. Approval of City Council Minutes of September 5 and October 3, 2000

2. Claim - Helen Sisk Re: Claim for property damages resulting from street construction from February 2000 to June, 2000, which caused cracks in the stucco walls and broken floor tile at 2227 Della Court. Recommend: Reject Claim in the amount of $1,500.00.

3. Approval of Purchases Re: Purchase of various Items (list on file in the City Clerk’s Office) in the amount of $24,962.35. Recommend: Authorize Purchases.

4. Request for Additional Funds to Complete the Prospect Street Reconstruction Project Re: Increasing project funds by $50,000 for an additional 300' of storm drain pipe and 600' of PVC water pipe.

5. Approval of Plans - Leggett Street Rehabilitation Project Re: Approving plans for installation of storm drain facilities, curb and gutter, reconstruction and overlay of paved surfacing and related work on Leggett Street from Putnam Avenue to 300 feet south of Orange Avenue.

6. Authorization to Negotiate Contract - Traffic Signal Project No. 6 Re: Authorization to negotiate a contract with Omni-Means & Associates for traffic signals at Henderson Ave. and Westwood St., Putnam Ave. and Jaye St., and Olive Ave. and Second St.

7. Award of Contract - Biological Services for the Evaluation of the Valley Elderberry Beetle on Project Sites and the Establishment of a Mitigation Site. Re: Authorization to negotiate a contract with Impact Sciences, Oakland, CA, or the second or third ranked firm if necessary.

8. Award of Contract for Olive Avenue & G Street Traffic Signal Re: Award of contract to Loop Electric, Inc. in the amount of $139,800.

9. Award of Contract for Taxiway Extension Improvement Project Re: Award of contract to Halopoff & Sons, Inc. in the amount of $17,432.90.

10. Acceptance of Development of Water Well Test Holes Re: Accepting 3 water well test holes as complete as done by Nor-Cal Pump in the amount of $64,911.25.

11. Acceptance of Access Easement for Del Mesa/Foster Farms Wastewater Project Re: Accepting an access easement as provided by Del Mesa/Foster Farms for the DAFT Unit.

12. Acceptance of Sanitary Sewer Easement (Daryl C. Nicholson) Re: Accept offer of dedication from Daryl C. Nicholson and Victoria M. Nicholson, and record the Deed with the County Recorder.

13. Pacific Housing and Financing Agency - Lease to Own Program Re: Becoming an Associate Member of a Joint Powers Authority offering a Lease-to-Own Home Ownership Program within the City.

14. Request to Purchase Airport Industrial Site and Request for C.D.B.G. Business Extension Program Funds - Endurequest Corporation Re: Request to purchase a 1.8 acre site at the north end of Thunderbolt Drive, and request to receive $75,000 in C.D.B.G. assistance funds which will require eight additional employees to be hired.

15. Approval for Community Civic Event - Porterville Breakfast Lions Club Motorized Scooter Race - December 2, 2000 from 10:00 a.m. to 4:00 p.m. in the Agency Parking Lot on 2nd St. between Olive and Garden Ave. Re: Approval of this annual event subject to the application restrictions.

16. Approval for Community Civic Event - Main Street Porterville, Inc. Annual Tree Lighting Ceremony and Caroling Procession - November 24, 2000 from 6:00 p.m. to 7:30 p.m. along Main St. from Thurman Avenue to Olive Avenue Re: Approval of this annual event subject to the application restrictions.

17. Approval for Community Civic Event - Chamber of Commerce, Rotary Club of Porterville, and Main Street Porterville, Inc. Annual Children’s Christmas Parade - November 28, 2000 Re: Approval of this annual event subject to the application restrictions.

18. Approval for Community Civic Event - Central California Blood Center & Porterville Chamber of Commerce Hispanic Donor Day - December 7, 2000 from 7:00 a.m. to 8:00 p.m. Re: Approval of this annual event subject to the application restrictions.

19. City of Porterville Conflict of Interest Code - Amendment No. 3 Re: Adopting a revised Code which reflects changes in State law and position changes.

20. Appropriation Adjustment in the Library Budget for the California Literacy Campaign Grant Re: Approving a budget appropriation in the amount of $88,125.00 for the Library Division.

21. Resolution for the Environmental Enhancement and Mitigation Grant Program for the Tule River Habitat Acquisition Re: Adoption of a resolution to allow for a $250,000 grant application to acquire land in Phase III of the Tule River Parkway Master Plan, which is located on the south side of the Tule River between Main St. and Plano.

22. Trees for the Millennium Grant Program Re: Adopting a resolution to apply for a $50,000 grant for tree planting and maintenance.

23. Porterville Horse Arena Fence Re: Declaring the Arena fence to be surplus and allow removal and transfer ownership to Success Gymkhana.

24. TCAG/Amendments to Joint Exercise of Powers Agreement Re: Amending the Agreement to allow for changes in County departmental and position title changes, and allowing for an Assistant Executive Secretary.

24a. Executive Session per Government Code Section 54956.9 - Conference with Legal Counsel - Existing Litigation Name of Case: City of Porterville vs County of Tulare.

25. Conditional Use Permit 3-2000 - Proposed Sale of Alcoholic Beverages Under an On-Sale License on the East side of Prospect Street, 120± ft. North of Grand Avenue (Tano Loza-El Nueva Mexicali) Re: A permit for a new 5,000± sq. ft. restaurant located on Prospect Street just south of Safe One Credit Union.

26. Conditional Use Permit 4-2000 - Proposed Sale of Alcoholic Beverages Under an Off-Sale License at 610 West Olive Avenue (Margarita and Novroz Ali Rahim) Re: A permit for Frank’s Stop and Go Market.

27. Disadvantaged Business Enterprise (DBE) Program Re: Approving the DBE Program for submittal to Caltrans.
